The announcement establishes a direction.

The next questions establish what it will take to deliver.

Which land is controlled? What power can reach the site? Which approvals remain outstanding? What equipment has been ordered? What will the first phase actually provide and when?

An announcement can represent a meaningful commitment. Its significance depends on the milestone it describes.

Understanding an infrastructure project requires knowing what has been proposed, what has been committed, what has been delivered, and what can operate.

What Is The Difference Between An Announced Project And Operating Infrastructure?

An announced project describes an intended investment or development. Operating infrastructure has completed the work necessary to provide a defined service within an identified scope. For a data center, that means assessing the relevant phase, electrical service, cooling, connectivity, testing, approvals, and operating arrangements.

A completed facility may also be ready for customer equipment before that equipment is installed or running workloads.

These distinctions matter:

A project’s ultimate ambition, delivered facility capacity, and active computing deployment can describe three different things.

Why Project Announcements Need Context

Infrastructure headlines often combine several claims: investment, acreage, power capacity, construction timing, and jobs.

Those figures may refer to different phases or time periods.

An investment total might describe a multiyear program. An acreage figure might include future expansion. A capacity figure might describe an eventual campus rather than the first building.

Research also shows why delivery cannot be assumed from demand alone.

In its 2025 Energy and AI report, the International Energy Agency estimated that approximately 20% of planned data center projects could face delays if grid risks were not addressed. That finding is a system-level assessment, not a prediction about every project.

For individual developments, the useful question is what evidence supports the claimed scope and schedule.

Start By Defining What Has Been Announced

Before evaluating readiness, identify the announcement’s boundaries.

Which Project Or Phase Does It Describe?

Establish whether the announcement covers one building, an initial phase, a full campus, or a portfolio across several locations.

Progress in one phase should not be applied automatically to the rest.

What Does The Capacity Figure Measure?

Megawatts may describe planned utility demand, total facility capacity, IT capacity, or generation capacity.

These measures are not interchangeable. A generation asset’s rated output does not establish how much continuous electricity a data center can receive. Total facility power also includes supporting systems beyond IT equipment.

Ask for the definition before comparing numbers or combining them into a market total.

What Does The Investment Figure Include?

Determine whether the stated amount covers land, buildings, utility infrastructure, computing equipment, or several categories together.

Also distinguish a planned expenditure from financing that has closed or money already spent.

What Does The Date Represent?

“Opening,” “energization,” “ready for service,” and “customer deployment” may refer to different milestones.

Ask what must be completed by the stated date and what conditions remain attached to it.

A date is more informative when it is tied to a defined deliverable.

Read Project Milestones As Separate Claims

IOI uses the following distinctions as analytical prompts. They are not a universal contractual or regulatory classification.

Announced

The sponsor has described an intended project.

Look for the location, scope, proposed schedule, responsible organizations, and conditions attached to the plan.

Site Controlled

The developer has established a form of control over the relevant property.

Investigate whether that control is ownership, a lease, an option, or another arrangement, and what conditions or expiration dates apply. Control of the main parcel may not include every required access or utility corridor.

Approvals Advanced

Relevant applications have progressed or decisions have been issued.

Identify exactly what each approval covers. A land-use decision does not, by itself, establish that every construction or operating requirement has been satisfied.

Funding And Procurement Committed

The project has secured particular financial commitments or placed equipment orders.

Check the scope, conditions, delivery dates, and remaining dependencies. An equipment reservation and a confirmed delivery are different milestones.

Under Construction

Physical work is occurring.

Determine whether the activity is site preparation, utility construction, a building shell, or installation of operating systems.

Energized

Electrical equipment or part of the facility has received power.

Clarify the capacity, phase, service conditions, and purpose. Temporary construction power is different from the service needed for intended operations.

Commissioned And Ready For Service

The relevant systems have been tested and accepted against the defined requirements for that scope.

Ask what was tested, what remains outstanding, and which party accepted the work.

Supporting Customer Workloads

Customer IT systems are deployed and operating within the relevant facility.

Confirm the extent of the deployment. An operating portion of a campus does not establish full campus buildout or utilization.

These milestones can overlap, and different parts of a campus can occupy different stages simultaneously.

Evaluate Readiness Across IOI’s Eight Pillars

A project becomes easier to assess when broad claims are translated into specific questions.

Power: What Can Be Delivered, And Under What Conditions?

A statement that power is “available” needs a defined capacity, service pathway, and schedule.

The project may depend on utility studies, network upgrades, substations, equipment, or other work before the intended load can be served.

What You Should Be Asking:

  • How much power is supported for the first phase?

  • What documents or accountable sources support that assessment?

  • Which upgrades and equipment deliveries remain outstanding?

  • Is the proposed service subject to operating restrictions or other conditions?

  • Who owns each remaining dependency behind the energization date?

Evidence To Look For: Applicable service documentation, infrastructure schedules, equipment status, and confirmation from the responsible parties.

Connectivity: Is Service Planned, Contracted, Or Active?

Fiber near the site does not establish that the facility has an activated connection.

Readiness depends on the actual service pathway, available capacity, construction requirements, and workload needs.

What You Should Be Asking:

  • Which providers will serve the exact facility?

  • What construction, access agreements, or testing remain?

  • Are the intended routes physically separate where resilience requires it?

  • Does service activation align with the customer deployment schedule?

Evidence To Look For: Defined service scopes, route information, construction milestones, and activation or acceptance records.

Land: Does Site Control Cover The Complete Development?

The building is only part of the physical footprint.

A viable site plan must also account for electrical infrastructure, cooling equipment, access, service corridors, and the relevant expansion phase.

What You Should Be Asking:

  • What property is controlled, and what conditions apply?

  • Are required offsite access and utility rights established?

  • Have material site conditions been investigated?

  • Does the current layout accommodate the infrastructure required for the announced phase?

Evidence To Look For: Property records, relevant agreements, surveys, site investigations, and plans identifying infrastructure corridors.

Water: Does The Cooling Plan Match The Site And Workload?

Water readiness begins with the cooling configuration and the resources it actually requires.

A broad claim about water efficiency cannot establish that the complete thermal system is ready for the proposed deployment.

What You Should Be Asking:

  • What cooling design is being delivered for this phase?

  • What supply, quality, treatment, and discharge requirements apply?

  • Are any required connections and permissions in place?

  • How will performance be verified under the intended operating conditions?

Evidence To Look For: Cooling design information, applicable supply arrangements, equipment status, and performance testing.

Workforce: Who Will Build, Verify, And Operate The Facility?

An announced jobs figure needs context.

Construction labor, permanent operations roles, and wider economic-impact estimates describe different categories.

Readiness requires people with the appropriate skills available at the relevant milestones.

What You Should Be Asking:

  • Are the construction and specialist installation teams committed?

  • Who will perform commissioning and acceptance activities?

  • Is the operating team recruited and trained?

  • Are maintenance coverage, escalation procedures, and supplier support established?

Evidence To Look For: Delivery assignments, staffing plans, training completion, and operating or service arrangements.

Policy: Which Decisions Are Complete, And Which Remain?

A project’s applicable requirements depend on its jurisdiction, design, and operating model.

Evaluate each decision within its actual scope.

What You Should Be Asking:

  • Which approvals have been issued?

  • What conditions must still be satisfied?

  • Which permissions are required before construction, energization, or operations?

  • Have material design changes affected earlier applications or decisions?

Evidence To Look For: Official decisions, permit conditions, relevant inspection records, and confirmation from the responsible authorities.

Capital: What Funding Supports The Next Phase?

An announced investment does not explain when funding becomes available or what conditions govern its use.

The financial pathway should support the obligations the project must meet before operations begin.

What You Should Be Asking:

  • Does the stated investment describe an intention, committed funding, or completed spending?

  • Which phase does the funding cover?

  • What conditions govern its availability?

  • Are infrastructure contributions, equipment payments, commissioning, and operating preparation included?

  • What happens if delivery takes longer than planned?

Evidence To Look For: Credible financing disclosures, confirmation of relevant commitments, and a phase-specific funding plan.

Sustainability: Are The Claims Targets Or Measured Results?

A design objective, a procurement commitment, and an operating result are different forms of evidence.

Claims about efficiency, water, or emissions should identify what is being measured and whether the result is forecast or observed.

What You Should Be Asking:

  • Is the claim a target, design estimate, contractual arrangement, or measured outcome?

  • Which phase and operating conditions does it cover?

  • What measurement boundaries and methodology apply?

  • Who will collect and verify performance data after opening?

Evidence To Look For: Defined targets, supporting design assumptions, relevant agreements, and operating measurements when available.

Look Beyond The Facility To The Customer Deployment

A facility can be ready for a customer without that customer’s computing systems being fully deployed.

To understand the commercial stage, investigate separately:

  • Whether customer commitments cover the relevant phase.

  • What conditions govern delivery and acceptance.

  • Whether IT equipment has been installed.

  • Whether workloads are active.

  • Whether the reported capacity describes installed capability or actual utilization.

Some details may be confidential.

Information that is not publicly disclosed should be recorded as unknown, rather than treated as proof that a requirement is unmet.

The same principle applies across the eight pillars.

Use Evidence That Matches The Claim

Different sources can establish different things.

A company announcement establishes what the company has stated. An official approval establishes a decision within its documented scope. Construction photographs may show visible progress but usually cannot establish system acceptance or workload operation.

For every material claim, record:

  • The source and publication date.

  • The project phase it covers.

  • The capacity or scope definition.

  • What it directly establishes.

  • What remains uncertain.

An announcement repeated across several articles may still trace back to one original source. Repetition does not necessarily provide independent confirmation.

Where a statement cannot be corroborated, attribute it clearly: “The developer states…” or “The company is targeting…”

That wording preserves useful information while accurately describing the evidence.

An Illustrative Example: One Campus, Several Readiness Levels

Imagine a fictional campus announcement describing 300 MW of eventual IT capacity across three phases.

The available information establishes that:

  • The sponsor controls the campus property.

  • Phase One is designed for 60 MW of IT capacity.

  • Its building shell is complete.

  • Electrical service is energized for a defined portion of Phase One.

  • Cooling and integrated systems testing remain underway.

  • Later phases still depend on additional infrastructure.

A precise description would separate those facts.

The campus has a stated ultimate plan of 300 MW. Phase One has a defined 60 MW design. A portion has received electrical service, while testing remains incomplete. Later phases have unresolved dependencies.

That evidence does not support describing all 300 MW as operating capacity.

It also does not establish that the project is failing. It establishes where the project stands.

Why Readiness Matters For Partnership Strategy

Project stage affects which capabilities are useful and when.

A development undergoing site assessment may need surveying, engineering, or infrastructure planning. A facility approaching commissioning may need testing, training, or operating support. An active campus may need maintenance or expansion services.

For companies pursuing opportunities, ask:

What is the next unresolved milestone, who owns it, and what work is still available to help complete it?

Then verify whether that scope has a buyer, budget, and procurement pathway.

A large announcement can be an important market signal. A specific unresolved milestone is often a better starting point for a relevant commercial conversation.

  1. Ready For What? Define the service or milestone being claimed.

  2. Which Phase And Capacity? Establish the exact scope and measurement.

  3. Supported By What Evidence? Identify the source, date, and limits of the information.

  4. Dependent On What Remaining Work? Name the unresolved requirements and responsible parties.

  5. Accepted By Whom? Establish who confirms completion for the relevant scope.

These questions help investors, suppliers, developers, and economic development leaders describe progress with greater precision.
